6. The applicant must assure it will operate and maintain the property and facility of the project for the useful life of the
improvement, and not change the use of any right-of--way acquired without prior approval from the Minnesota
Department of Transportation and the Federal Highway Administration.
RESPONSE: The applicants warrant that this trail and associated improvements will be maintained and
operated for the useful life of each improvement.
7. Projects must have an estimated total cost of at least $125,000. There are significant federal project processing
requirements that come with federal funds.
8. RESPONSE: This project is within the TE funding parameters.
9. TAB will not award more than $1,000,000 in TE funds to a specific project. Other federal funds may be combined
with TE funds:
RESPONSE: This project is less than the maximum TE award allowed.
10. Projects must have an assured local (nonfederal funds) match of at least 20% of the estimated total cost of the
proposed project.
RESPONSE: The applicant will match the required amount in `hard dollars' (the restroom/shelter with utilities
exceeds the 20% match), and supports this with the attached Resolution. The cities of Anoka and Ramsey also
warrant that these funds will be reserved for the purposes indentified in this application.
11. Proposed designs for bikeways and for combined bike/pedestrian facilities must meet MN/DOT State Aid standards.
RESPONSE: This project will meet all MN/DOT bikeway and pedestrian standards, and will not require any
exemptions.
12. Projects must be coordinated with all affected communities and other levels and units of government. Coordination is
defined as written communication from the applicant to all affected communities informing them of the project. The
applicant must provide a copy of the written communication as proof of coordination.
RESPONSE: The attached letters of support serve as written communication of proof of support For the
Mississippi River Trail project. (These letters were submitted for the earlier TAB call for proposal relating to ARRA
monies. In the interest of our colleagues' time, they were not requested to be updated due to the short time lapse.)
