CASE #2 <br />ACKNOWLEDGE MISSISSIPPI RIVER TRAIL GRANT AWARD <br />By: Mark Riverblood, Parks Supervisor <br />Background: <br />The Mississippi River Trail has been identified as a high priority for the community for many <br />years, and will have important connectivity and benefits. The City of Anoka also desires trail <br />linkage with the City of Ramsey via the King's Island route along the river. For these reasons, <br />Anoka and Ramsey submitted an application for Metropolitan Council's `Transportation <br />Enhancement' (TE) monies in June of 2009. <br />Observations: <br />The TE monies are "transportation-related activities designed to strengthen the cultural, aesthetic <br />and environmental aspects of the nation's intermodal transportation system. The TE program <br />provides for the implementation of non-traditional transportation projects." The TE monies are <br />recommended for funding by Metropolitan Council's Transportation Advisory Board (TAB). <br />Staff is pleased to report that the TAB recommended funding the project as proposed earlier this <br />spring, and therefore the money is secured for construction year 2013. There is no action <br />required by the Commission at this time. The cities of Anoka and Ramsey may `advance <br />construct' certain elements if they desire, and it is anticipated that Ramsey may consider doing <br />just that for the trail segment from Ramsey Boulevard, through Mississippi West Park to the trail <br />to the river. <br />Attached to this case is the grant application which details the various aspects of the project, <br />along with the line item budget and funding mechanism. Because the project does implicate the <br />Park Trust Fund (for the future shelter and restroom at Riverdale Park), this project will return to <br />the Commission at another time. <br />Commission Action: <br />None required at this time. <br />Reviewed by: <br />Public Works Director/Principal City Engineer <br />P&R: 5/13/10 <br />
