LRRWMO Meeting Minutes <br />January 20, 1994 <br />Page 7 <br />Jankowski stated he feels the superior approach is to require the sedimentation basin. He <br />stated the azea to the southwest will be handled naturally, but the other side has the <br />potential to drain material into the River. He noted that creating a Swale to retain enough <br />volume before it goes into the River would meet that requirement. <br />Brandenburg explained how this can be accomplished by utilizing the bituminous trail level. <br />Jankowski pointed out that design of outfalls will be needed to determine if this method will <br />effectively skim. Haas agreed and suggested Brandenburg provide calculations of what azea <br />is available and how much runoff will be generated. <br />Ferguson commented on the need to provide enough distance and ponding azea from the <br />pazking lot to the River to meet design standazds, keep pollution out of the River and <br />maintain aesthetics. Brandenburg explained that by raising the path it would create a second <br />barrier which exceeds the criteria. <br />Haas suggested the Engineer consider this information and determine if it fits the criteria <br />Jankowski noted that installing an adverse grade culvert may also work. <br />Brandenburg reviewed the anticipated timeframe and that bids will be opened on February <br />24th. Schultz asked if Brandenburg could submit ponding calculations for consideration at <br />the LRRWMO's February 17th meeting. Brandenburg stated he will have Hakanson- <br />Anderson prepaze the calculations. He added they will comply with whatever the Engineer <br />and LRRWMO direct. <br />Brandenburg explained that the pathways will be constructed with four inches of gravel and <br />two inches of blacktop. Ferguson reported that St. Louis Park constructed pathways in a <br />large heavily wooded azea that was basically peat by using wood chips and limestone. <br />Brandenburg agreed that crushed limestone is an excellent base material but in this case they <br />have base material on site which will be utilized. <br />Consensus was reached that ponding requirements might be accomplished through the <br />walkway system since they can be constructed to act as the inlubiting factor for surface <br />drainage into the River. It was also agreed that the ponding calculations will be submitted <br />to the Engineer and reviewed at the February 17th meeting. <br />Haas asked that the location of the silt fence be shown on the plan, even if it is already in <br />place. <br />Motion was made by Haas, seconded by Ferguson, to request that calculations be submitted <br />to certify ponding requirements for review by the Engineer and inclusion in plans, to <br />request that the location of the silt fence and grading elevations be included in the plans, <br />to request that an erosion control plan be submitted, and to table further action on Permit <br />No. 93-12, Peninsula Park/1'wo Rivers Historical Park to the February 17, 1994 meeting. <br />Vote: 4 ayes, 0 nays. Motion carried. <br />
