<br />LRRWMO Meeting Minutes <br />January 20, 1994 <br />Page 9 <br />NEW BUSINESS <br />Memorandum of Understanding -Matching Block Grant Funds <br />Jankowski reported he entered into a Memorandum of Understanding with the Anoka <br />Conservation District regazding the matching grant funds. He pointed out a change was <br />made by BWSR to allow the LRRWMO's match of the grant funds to be in cash and/or in- <br />kind services. He emphasized that it is even more important for members to keep track of <br />time spent for on-site inspections. <br />The Administrative Secretary was asked to contact the Anoka Conservation District to find <br />out when they will be holding a seminaz on grant qualifications. The Administrative <br />Secretary requested an original copy of the Memorandum of Understanding for the <br />LRRWMO's file. <br />Chestnut Ridge Subdivision -Jankowski <br />Jankowski reported that Barr Engineering has requested Good Value Homes, the developer <br />of Chestnut Ridge, to submit more information. He drew a diagram of the road alignment <br />with the county ditch that drains into a DNR protected wetland which is located on the <br />other side of the roadway. He explained if all of this wetland is under DNR's jurisdiction, <br />then the LRRWMO does not have any permitting authority and a permit is not required. <br />However, if a LRRWMO permit is required, Exemptions 24 (Approved Development <br />Projects) or 25 (Deminimus Fill) may apply because of the small area involved. <br />Jankowski reviewed the drainage flow pattern and the location of two sedimentation ponds. <br />It was noted that Barr Engineering recommends the matter be tabled until the water quality <br />and wetland issues aze resolved. <br />Motion was made by Weaver, seconded by Ferguson, to table consideration of Chestnut <br />Ridge Subdivision as recommended by Barr Engineering. Vote: 4 ayes, 0 nays. Motion <br />carried. <br />Small Wetlands Impact General Public Notice <br />Jankowski explained the WCA requires the LRRWMO to notify numerous parties when <br />considering wetland replacement plans. However, the Board can avoid notifying these <br />parties of small wetland fills by submitting a Small Wetland Impacts General Public Notice <br />to the Environmental Quality Boazd. Barr Engineering recommends the LRRWMO submit <br />such a notice to the EQB informing them that notices will not be published individually for <br />small wetland impacts. <br />
