<br />LRRWMO Meeting Minutes <br />April 21, 1994 <br />Page 3 <br />NEW BUSINESS <br />Proposal for WMO Plan Update - Beduhn <br />Bob Beduhn, Barr Engineering, presented a ten phase Project Outline and cost estimates <br />for the LRRWMO Water Management Plan Revision. He explained that phases 1-4 involve <br />data collection, data assessment, Board review of data and draft policies, final data <br />assessment, and goals and policies. He reviewed estimated staff hours and costs for phases <br />1-4. <br />Beduhn next reviewed phases 5-10 which involved preparing the draft plan, implementation <br />program, impact on local government, implementation priorities, plan amendment process, <br />outline content of local plan, Board and community review of the draft plan, revision of <br />draft plan and submission to regulatory agencies, review of comments from regulatory <br />agencies and preparation of final draft of Plan, submittal of final draft to LRRWMO Board <br />for review, comment and revision, and submitting the Plan to BWSR for approval. He <br />explained the estimated staff hours and costs for phases 5-10 aze somewhat tentative and <br />depend on type of input received during the community review phase. <br />Beduhn reported that some updates aze costing up to $100,000 because of water quality <br />issues, but he does not see those types of conflicts happening with the LRRWMO plan. He <br />added that he would like to see the total cost below $30,000 by working hazd in phases'1-5 <br />to better understand issues before writing the main body of the Plan. <br />Weaver asked if the LRRWMO doesn't already have much of the data included for <br />collection in Phase 1. Beduhn answered affirmatively but explained that it may need to be <br />updated regarding land use changes. over the last eight yeazs. Also, more information is <br />required under the new rules and the maps will have to be revised. <br />Weaver pointed out that the Met Council may have many of the maps. He explained that <br />he does not want to "reinvent the wheel" and feels 65 hours to contact regulatory agencies <br />and collect data may be too high. <br />Jankowski agreed that ]and use changes in Ramsey over the last eight years are considerable <br />and they are undertaking a modification of the Comprehensive Plan. <br />Beduhn commented that he does not feel 40 hours of time (1 week) is excessive to do soil <br />maps, revise land use maps, obtain wetland information and put into a format that fits into <br />the Plan. He stated he will use any information available from agencies but noted it needs <br />to be included in a format so they can analyze the data. Beduhn reported that other WMOs <br />have to spend more money to update their plans because they don't have the advantage of <br />going to the County and getting data on computer disk which can be spliced into mapping. <br />The Board encouraged the use of existing resources. <br />
