LRRWMO Meeting Minutes <br />Mazch 17, 1994 <br />Page 6 <br />Haas questioned whether the WMO or DNR would address the dock plan. Jankowski <br />stated the LRRWMO has some regulating authority regarding erosion control since they will <br />be constructing on the Mississippi River bank. Jankowski questioned where the LRRWMO <br />"draws the line" in addressing various secondary impacts such as creating wakes, fueling and <br />potential for accidental spills, etc. Haas felt these issues maybe covered under the Wt7d & <br />Scenic DNR regulations which the City has to enforce. <br />Weaver asked if non-homeowners will be allowed to use the boat slip. Jankowski indicated <br />they would not and that pazking is not being proposed. He added there will be a boardwalk <br />to a seasonally installed marina which will be taken out in the fall of each yeaz. <br />Haas suggested the LRRWMO defer these secondary issues to the DNR or City. <br />Weaver also supported allowing the DNR to regulate these issues and commented on the <br />recent changes with the National Pazk Service and DNR being authorized to regionally <br />enforce the Critical Rivers Act. <br />Motion was made by Weaver, seconded by Haas, to approve the grading plan for LRRWMO <br />Permit #94-02, Rivenwick Phase II and to refer consideration of regulation of activities <br />along the water hunt such as the marina, boat dock activity, trash handling, bank <br />modifications, etc. to the DNR for separate review. Vote: 4 ayes, 0 nays. Motion carried. <br />OLD BUSINESS <br />Newsletter Article -Coon Rapids <br />Not available; placed on March agenda. <br />Attachment for Permit Application Form <br />The LRRWMO reviewed the Permit Requirements and attachments as revised by Bob <br />Beduhn (Engineer). <br />Consensus was reached to approve the Permit Requirements and attachments, as revised, <br />and agreed this informational material will be provided to permit applicants to better <br />explain deadlines and submittal requirements. <br />Water Management Plan Update Resolution <br />The LRRWMO reviewed the draft resolution regazding preparation of a second generation <br />Watershed Management Plan. <br />Weaver asked if this type of arrangement will be acceptable to each of the member cities. <br />
