<br />LRRWMO Meeting Minutes <br />July 20, 1995 <br />Page 14 <br />Haas noted the memorandum from Bob Obermeyer, Barr Engineering, indicating he <br />reviewed the regional storm water management plan and computations for the AEP <br />Phase IV development and finds it meets the water quantity and quality requirements of the <br />LRRWMO. Obermeyer also indicates the individual development plans, which include site <br />grading, erosion control, and storm water management, will be submitted to the LRRWMO <br />on a site-by-site basis for review and approval. Also, any issues dealing with wetland impacts <br />will be addressed as individual development plans are submitted. Obermeyer recommends <br />approval subject to the condition that individual development plans for this area be <br />submitted for LRRWMO review and approval. <br />Motion was made by Haas, seconded by Ferguson, to approve the regional storm water <br />management plan for LRRWMO Permit #95-11, Anoka Enterprise Park Phase IV, subject <br />to the condition that individual development plans for this area be submitted to the <br />LRRWMO for review and approval. Vote: 4 ayes, 0 nays. Motion carried. <br />LRRWMO Permit #95-12_- Antra Genstar Partnership <br />Graydon Boeck and Steve Juetten, Antra Genstar Partnership, were in attendance to present <br />LRRWMO Permit #95-12. Boeck explained they have submitted a permit proposing to <br />develop 81 single family lots in two phases. The property is west of Highway 47 and south <br />of McKinley Street. Phase I will consist of 371ots, all site grading, underground storm sewer <br />piping, ponding, and street and utility construction. Phase I is expected to be started in late <br />July and completed in 1995. Phase II will follow in 1996 and consist of completion of all <br />remaining work. <br />Jankowski reviewed the memorandum from Bob Obermeyer including comments on six areas <br />which need to be dealt with. Boeck stated he spoke with Obermeyer regarding these <br />comments and has revised the plans to accommodate all of them. <br />Schultz stated he would feel comfortable with approval if subject to Obermeyer's conditions. <br />He noted Obermeyer did an excellent job in reviewing this plat and raised pertinent <br />questions. <br />Haas questioned whether Class A or B waters are involved and if not, why application was <br />made to the LRRWMO. Schultz explained that even though this development will not <br />directly impact a Class A and B waters, it will indirectly effect them with respect to drainage <br />into the Mississippi River and one of the LRRWMO's concerns is water quality. <br />Jankowski concurred the LRRWMO wants to assure water quality and quantity but may not <br />necessarily be responsible to assure every basement is dry. He explained as a City engineer, <br />he appreciates as many "eyes" looking over the plat as possible because it is difficult to catch <br />everything. <br />Weaver noted with the size of this area and number of ponds being created, LRRWMO <br />review makes the City more comfortable that all issues are being addressed. <br />
