AIRPORT COMMISSION <br />PUBLIC HEARING <br />CITY OF RAMSEY <br />ANCCOUNTY <br />STATE OF MINNESOTA <br />The Ramsey Airport Commission conducted a public hearing on Thursday, April <br />14, 1988 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding the Gateway North Industrial Airport Draft <br />Environmental Assessment Document. <br />Members Present: Mr. Jack Ippel, Chairman <br />Mr. Virgil Barnes <br />Mr. Richard Emery <br />Mr. Don Greenberg <br />Mr. Dennis Donovan <br />Also Present: <br />Members Absent: <br />Mr. Harland Otto/Hakanson Anderson Associates <br />Mr. David Hartley, City Administrator <br />Mr. David Chapman <br />Mr. Ron Erickson <br />Mr. Larry Oltmanns <br />CAr,T, TO ORDER <br />The public hearing was called to order at 7:30 p.m. <br />PRESENTATION <br />Mr. Hartley stated that an environmental assessment is required prior to <br />any Federal funds being spent on an improvement to the Gateway North <br />Industrial Airport. The environmental study has been in progress over the <br />past 9-12 months. The purpose of this public hearing is to receive <br />comments related to the impacts that might be expected by any improvements <br />to the Gateway North Industrial Airport. <br />Harland Otto stated that there is a special election scheduled for April 19 <br />regarding the Airport Safety Zoning Ordinance. Work on the environmental <br />assessment since the fall of 1987 and the two public informational meetings <br />held on November 13, 1987 and January 13, 1988 are culminated in tonight's <br />public hearing. A Relocation Plan was prepared regarding homes and <br />businesses that would be displaced. After tonight's public hearing, there <br />will be a two week period where the City will receive written comments <br />regarding the environmental assessment. Staff will respond to those <br />comments and include those comments in the addendum to the Draft <br />Environmental Assessment Document and forward that entire package to the <br />reviewing agencies (Mn/DOT, FAA and Metro Council). The next step would be <br />pre -application for Federal funding; the earliest land acquisition could <br />begin would be late 1988 or 1989; land acquisition depends on whether funds <br />are available locally and at State and Federal levels. <br />Airport Commission Public Hearing/April 14, 1988 <br />7-2 <br />
