PAUL, MN. 55106 <br />FILE NO. <br />RE: PROPOSED GATEWAY NORTH INDUSTRIAL AIRPORT EXPANSION (2-117W / <br />2-118W) <br />We reviewed the materials you submitted regarding the above -referenced <br />project on February 9, 1988. Based on our review, we offer the <br />following comments: <br />1. The project would discharge stormwater to protected wetland <br />#2-117W. A DNR permit will 'be required for any outfall <br />structure located below the ordinary high water level (OHW). <br />Also, our concern over the quality of the runoff to the <br />protected wetland should be addressed. Some method of <br />treatment should occur prior to discharge of the water to <br />the protected wetland by settling basins and other means of <br />improving the water quality prior to its discharge. This <br />would all be handled under the permit process <br />2. All land within 1,000 feet of wetland #2-1 <br />within the shoreland area defined in the <br />Environmental Protection Ordinance. <br />establishes minimum setbacks from the <br />impervious surface percentage, and <br />standards. <br />17W and 2-118W is <br />City of Ramsey's <br />The ordinance <br />wetland, maximum <br />grading/filling <br />3. I presume this work would be <br />done by the County Highway Department and they would be the <br />appropriate agency to obtain a DNR permit for this work, <br />however, if the work would be completed as a joint project <br />by the airport expansion and the County Highway Department, <br />the County would not be the necessary applicant - it could <br />be the airport.
