2.2 LAND USE <br />Existing and Future Land Use <br />Figure 2-5 illustrates the City's existing land use and Figure <br />2-6 illustrates zoning in the vicinity of the airport. Note that <br />the airport is located on the easterly end of a large tract <br />(approximately 1,200 acres) of zoned industrial land. A <br />commercial zone extends along U.S. 10 to the south of the <br />commercially zoned land to the Mississippi River is low density <br />single family residential. North of the airport is low density <br />residential development with the majority of homes on lot sizes <br />of approximately one acre. <br />As discussed in the previous section, no significant impact due to <br />noise from aircraft operations is anticipated. Therefore, it is <br />also expected that there would be no land use compatibility <br />conflicts between the airport and the surrounding community due <br />to noise. <br />The proposed project is consistent with both the City's <br />comprehensive plan and Metropolitan Development Framework <br />policies. <br />Acquisition and Relocation <br />Potential impacts upon surrounding land use due to the purchase <br />of residences and businesses adjacent to the airport is <br />anticipated. This is discussed in more detail in Section 2.9 - <br />"Social Impacts". <br />Sanitary Landfills <br />A major land use compatibility issue is the proximity of the <br />Anoka County Regional Landfill to the airport approximately 3200' <br />from the existing runways. The existing landfill is nearing its <br />current permitted capacity and reportedly will exhaust its <br />capacity in early 1988. An application for vertical expansion <br />has been made and an EIS on that expansion is underway by the <br />Metropolitan Council. The proposed vertical expansion would <br />reportedly increase the height of the fill by four feet and <br />lengthen the operating life of the landfill by approximately two <br />and a half years. The proposed vertical expansion and the <br />equipment operating on the top of the fill area would penetrate <br />the horizontal surface of the existing and proposed facility. <br />However, with the recent approval of Flying Cloud Landfill, <br />adequate system capacity may be provided without expansion of <br />this landfill. <br />The existing landfill accepts mixed municipal refuse and has <br />become an attractant to birds.
