bird species attracted to the fill area are ring -billed gulls, <br />crows, starlings and grackles. No aircraft incidents or acci— <br />dents have yet been filed with Mn/Dot or FAA which could be <br />attributed directly to the landfill operations. <br />It is expected, however, that with the proposed improvements, the <br />number of aircraft operations will increase and therefore the <br />potential for landfill induced birdstrike accidents would also <br />increase. This land use compatibility conflict can be mitigated <br />by allowing the existing landfill to close in accordance with <br />the currently approved capacity schedule. This would be consis- <br />tent with the City of Ramsey's Airport Safety Zoning Ordinance, <br />Metropolitan Council's land use compatibility and solid waste <br />abatement policies as well as state regulations, MPCA, EPA <br />(through state regulations) and FAA policies. <br />A new landfill is proposed to be located at one of three sites in <br />the county, one of which is site "P" immediately south of the <br />existing landfill as shown in Figure 2-7. <br />Site "P" is currently in Anoka County's landfill inventory, and <br />an EIS is being prepared addressing the candidate site. The <br />selected site will be used to landfill "processed" waste and it <br />is expected that the majority of fill material will be <br />incinerator ash from Refuse Derived Fuel (RDF) facilities. <br />Recent reports, however, indicate that up to 70% of the material <br />being received at the two RDF facilities continues to require <br />landfilling. The latest schedule anticipates the completion of <br />the EIS in 1989 with site selection to follow. <br />Specific aviation and land use policies and regulations providing <br />guidance on the issue of landfills and their proximity to <br />airports is provided at various levels as follows: <br />Federal <br />Guidance is provided by the Federal Aviation Administration's <br />(FAA) Order 5200.5 entitled "FAA Guidance Concerning Sanitary <br />Landfills on or Near Airports". The Order states that sanitary <br />landfills located within 5000' of any runway used only by piston - <br />type aircraft are an incompatible land use. The Order further <br />recommends that sanitary landfills located within such a defined <br />area be closed to eliminate potential hazards to aviation. <br />FAA Advisory Circular (AC 150/5300 - 4B Chg. 8) further <br />identifies sanitary landfills as airport hazards. Excerpting <br />from the AC: <br />"16. AIRPORT HAZARDS. Airport hazards have a substantial <br />adverse effect upon the safe and efficient use of the <br />airport by or near the airport.
