and a few retirees. No minority families or individuals <br />reside in the affected area. One adult resident and two chil- <br />dren are physically handicapped and the residence has been <br />modified to fit those special needs. A review of schools, <br />religious, community facilities and commercial areas was also <br />undertaken to determine the relationship and proximity to such <br />facilities. These will be considered in the inventory of re- <br />placement housing which will be available to potential dis- <br />placees. The relocation plan indicates that all services are <br />available and will meet the needs of the residential displacees. <br />The relocation impacts would potentially affect 54 residents (34 <br />adults and 20 children) distributed in 19 residential units. <br />The relocation plan states "No displacement problems are antici- <br />pated. Our investigation indicates that adequate comparable <br />relocation resources are available and are sufficient to meet the <br />needs of the project displacees." The report further concludes; <br />"The project will not disrupt an established community and there <br />will be no impact on the human environment as it relates to <br />racial, ethnic, age and income considerations." <br />From previous public meeting comments, conversations with <br />residents and the relocation survey, a large number of the <br />residents affected have indicated a desire to proceed with the <br />project. Their primary concerns are that they receive fair <br />market value for their property, receive compensation in the <br />cases of additional expenses incurred and that the acquisition <br />not be unduly delayed. <br />The City is required by law to provide relocation assistance. <br />Highlights of federal policies to assist people affected by the <br />relocation of homes and businesses are: <br />The Uniform Relocation Assistance and Real Property Acquisition <br />Policies Act of 1970 (Public Law 91-646) was signed into law and <br />made effective on January 2, 1971.
