Acquisition and Development Costs <br />Preliminary development costs for the acquisition and improve- <br />ment project were developed in the Master Plan Study. The <br />development staging is planned in three phases with Stage I <br />consisting of predominantly land acquisition, grading, runway <br />paving, and lighting and approach aids. Stage II consists of <br />primarily building area improvements and security. Stage III <br />consists predominantly of taxiway and building area improvements <br />to meet increased facility needs. <br />As part of this study, these costs were reviewed since both <br />runway and taxiway widths were increased and several homes were <br />constructed on previously undeveloped lots. The most recent <br />cost estimates are approximately two million dollars higher than <br />the preliminary cost estimates largely reflecting increased <br />value of lands, the acquisition of five additional homes, and <br />relocation cost estimates. <br />Table 2-8 summarizes the development costs for each stage and <br />for the 20 year planning period.
