conditions are placed on the acceptance of State and Federal <br />grants which include a sponsor committment to maintain the <br />facilities, lighting agreements, protection of the approaches, <br />etc. <br />Major expense items will be: <br />Mowing <br />Snow Removal <br />Electrical Repair & Electricity <br />Insurance <br />Pavement Maintenance (crack sealing, friction seal <br />coating) <br />Building Maintenance <br />Equipment Rental (if necessary) <br />It is estimated based on comparable facilities that O&M costs <br />should be in the area of $20,000 per year. Mn/DOT Division of <br />Aeronautics, however, cost shares with the sponsor providing up <br />to $5000 annually for O&M costs at this size of facility. <br />2.11 SECTION 4(f) PUBLIC LANDS <br />Section 4(f) of the DOT Act of 1966 states that approval will <br />not be given for projects requiring the use of publicly owned <br />land from a public park, recreation area or wildlife or water- <br />fowl refuge or any land from an historic site unless 1) there is <br />no feasible and prudent alternative to the use of such land, and <br />2) such program includes all possible planning to minimize harm <br />to such area. <br />No public recreation or wildlife lands will be acquired for this <br />project. There are, however, a number of public lands which are <br />situated within a half mile of the airport. Figure 2-13 illus- <br />trates the parks in relation to the proposed runway improvement <br />and approach paths. <br />Peltzer Park is an 11.9 acre park which is developed for passive <br />uses including picnic area, ice skating, neighborhood playground <br />area and stormwater retention. Beaudry's Park is a 5.5 acre <br />park which is strictly a surface drainage marsh with no <br />development contemplated. <br />Mississippi West Park is proposed to be a county owned facility <br />with ultimate boundaries still under negotiation. No <br />development has been undertaken. <br />No park land or other recreation land will be acquired or used <br />for the airport improvement project. None of the parks lie <br />within the approach paths nor are noise levels anticipated to <br />exceed 50 to 55 ldn in these areas. No significant impacts on <br />park lands are anticipated as a result of this project. <br />2-45 <br />
