4.0 ALTERNATIVES TO THE PROPOSED ACTION <br />4.1 ALTERNATIVE OVERVIEW <br />Prior to the preparation of the environmental impact assessment, <br />study of alternatives was conducted. Prior studies evaluated <br />the possibility of relocating the airport to a new site. The <br />Master Plan Study assessed three alternatives on the present <br />airport site, and an additional analysis of an alternate <br />alignment was undertaken after completion of the Master Plan <br />Study in 1985. <br />4.2 NEW AIRPORT SITE <br />A series of site studies were conducted in 1978, 1979 and 1980. <br />The studies addressed alternative configurations at the existing <br />site and, at two new sites. Figure 4-1 illustrates the two <br />sites under consideration at that time. Site 1 immediately west <br />of the existing airport was rejected in favor of Site 2 due to <br />site restrictions and lack of expansion potential. Between the <br />period of 1980 when Site 2 was recommended and the Master Plan <br />Study, Site 2 was platted and is currently being developed as a <br />planned unit development comprised of over 200 single family <br />homes and 125 acres of commercial industrial development. Thus <br />Site 2 is no longer available for consideration (Figure 4-2). <br />In 1983, the City Council determined that acquisition and <br />improvements at the existing airport were to be evaluated in a <br />comprehensive study. <br />4.3 ALTERNATIVE RUNWAY LAYOUTS <br />Three alternative runway alignments were evaluated in the Master <br />Plan Study. Two of the alternatives were single runway <br />concepts each 3300 feet in length oriented in a 16-34 <br />direction. The third alternative addressed the possibility of <br />orienting a 3500' primary runway east -west. A crosswind runway <br />of 2800 feet would be oriented northwest -southeast with this <br />alternative. <br />The alternatives were investigated to determine the impact of <br />each on: <br />• wind coverage <br />• safety & approach clearances <br />• land requirements <br />• road relocations <br />• residential relocations <br />• land use <br />• construction requirements <br />4-1 <br />
