As I understand it, the proposed ordinance may try to
prohibit the siting of a landfill at Candidate Landfill Site P due to possible
airport safety concerns.
Environmental impact statements ("EIS's") are currently being prepared on
Gateway North Airport and on Site P. Both of these EIS's will include a
discussion of the compatibility of a landfill at Site P and operations at
Gateway North. Adoption of an airport zoning ordinance prior to completion of
the environmental review process is premature. I urge you to delay adoption of
a zoning ordinance until the ongoing environmental review process is complete.
Adoption by the City of Ramsey of an airport zoning ordinance cannot remove
Site P from consideration as a candidate landfill. Minnesota Statutes Section
473.811, Subd. 4a, provides that with the approval of the Metropolitan Council,
°a metropolitan county may acquire a [candidate landfill] site and buffer area
for a solid waste disposal facility anywhere within the county without
complying xith local ordinances." Of course, we hope that progress in
recycling and resource recovery will reduce or eliminate the need for new
landfills. In the meantime, however, in order to be fair to everyone involved,
the legislature has mandated a process to assure equitable consideration of all
candidate sites based on objective environmental criteria. In fairness to
everyone, that process must proceed.
If you have any questions about the content of this letter or about the
Metropolitan Council's role in aviation system planning or the landfill siting
process, please feel free to contact Peter Bachman, Assistant Counsel; Karen
Schaffer, Solid Waste Division Manager; or Chauncey Case, Senior Planner in
Aviation.
Sincerely,
~S~ 1~
Steve Keefe
Chair
PHB : SY.: ks k
KK038A
bcc: Nunn, Pinke, Rachman,
Schaffer, Pahl, Case
!~n Equol OpporWnily EmpioVer
