.. <br />reshuffling but it should not be misidentified as the <br />creation of an economic benifit. <br />An even more grevious distortion is the claimed "travel <br />time" benefit, which fails to consider the broader impacts <br />of locating or enhancing an airport facility in Ramsey. <br />There are few potential users in Ramsey which would benefit; <br />to allocate resources to benefit these few is not wise. <br />Ramsey is on the fringe of the metropolitan region and no <br />project in Ramsey can be justified on the basis of "travel <br />time" benfit. Almost all residents of Ramsey commute to <br />some other part of the metropolitan area on a daily basis <br />and in doing so, we accrue costs. While on balance most of <br />us may consider that these costs are offset by other <br />benefits to be derived from living in Ramsey, we do not <br />however indulge in the fantasy that building a home or <br />locating a business in Ramsey provides an overall economic <br />benefit to the metropolitan region by reducing "travel <br />time". There may be benefits associated with urban sprawl, <br />but reduction of "travel time" is certainly not among then. <br />In summary, the draft environmental assessment document for the <br />proposed changes to Gateway North Industrial Airport does not do <br />what it purports to do. It does not assess impact; it attempts <br />to build a case in favor of the proposed changes. I hope that <br />those governmental bodies charged with review of this project <br />from a more global perspective than that achieved from the top of <br />the Ramsey "ski hill" will consider that in their deliberations. <br />cc: Josephine Nunn, Metro Council <br />2 <br />
