A copy of the agenda and tentative <br />schedule outline is attached. <br />Bob Huber, FAA received word from airspace review that alternative <br />alignment is feasible but may result in raising minimums. The letter <br />did not detail the controlling obstruction. <br />In discussion of alternate alignment, the issue was brought up as to <br />whether mobile homes which may be relocated have opportunity to <br />relocate in the City - either based on available parks or city zoning. <br />Will be addressed in evaluation of alternatives and in enviro if <br />alternate is selected. City's desire is to retain the population in <br />the community. Long term use for the mobile home park is commercial. <br />New alignment would require public meeting/hearing and also will <br />require new ALP-probable justification supplement to Master Plan <br />Study. <br />Proposed approach is to evaluate alternative alignment as first step, <br />then proceed with enviro on selected alternative. <br />Enviro issues discussed are as follows: <br />Noise - Concern will be primarily on perceived noise since not <br />necessary to do analysis based on operations numbers. MC's concern is <br />extent of 55 Ldn off airport. Probable approach is to do mechanical <br />analysis of noise exposure and review relative to compatible land use. <br />Land Use compatability is not expected to be a major problem with two <br />primary concerns, 1) residences to NW, 2) proximity of landfill to <br />airport - bird hazard. A fair amount of discussion relative to the <br />existing landfill/expansion took place. Certificate of need is at the <br />MC now so review agencies should be aware. Closure of ex. landfill <br />appears to be mid 1987 to mid 1988. Site P expansion is one of three <br />sites under consideration in Anoka County, none of which necessarily <br />will be selected. Site P landfill will be for ash disposal. Scoping <br />will be completed by July with EIS completed in approx. 12 months. <br />Cemetery/burial plot will likely require an archaelogical survey. <br />Enviro. to address possible impact, treatment of site. <br />
