The purpose of the meeting was to discuss status of the project, approach in next phases, define enviro-issues, and possible concerns of review agencies and City. A copy of the agenda and tentative schedule outline is attached. Bob Huber, FAA received word from airspace review that alternative alignment is feasible but may result in raising minimums. The letter did not detail the controlling obstruction. In discussion of alternate alignment, the issue was brought up as to whether mobile homes which may be relocated have opportunity to relocate in the City - either based on available parks or city zoning. Will be addressed in evaluation of alternatives and in enviro if alternate is selected. City's desire is to retain the population in the community. Long term use for the mobile home park is commercial. New alignment would require public meeting/hearing and also will require new ALP-probable justification supplement to Master Plan Study. Proposed approach is to evaluate alternative alignment as first step, then proceed with enviro on selected alternative. Enviro issues discussed are as follows: Noise - Concern will be primarily on perceived noise since not necessary to do analysis based on operations numbers. MC's concern is extent of 55 Ldn off airport. Probable approach is to do mechanical analysis of noise exposure and review relative to compatible land use. Land Use compatability is not expected to be a major problem with two primary concerns, 1) residences to NW, 2) proximity of landfill to airport - bird hazard. A fair amount of discussion relative to the existing landfill/expansion took place. Certificate of need is at the MC now so review agencies should be aware. Closure of ex. landfill appears to be mid 1987 to mid 1988. Site P expansion is one of three sites under consideration in Anoka County, none of which necessarily will be selected. Site P landfill will be for ash disposal. Scoping will be completed by July with EIS completed in approx. 12 months. Cemetery/burial plot will likely require an archaelogical survey. Enviro. to address possible impact, treatment of site.
