Approval of August 11, 1986 Meeting Minutes <br />The minutes were approved as mailed. <br />Gateway North Development EIAR <br />Merland Otto, Hakanson Anderson Assocs. Inc. and consultant for the Gateway <br />airport studies, said that planning for upgrading the airport began in 1978 <br />when alternate sites were looked at. Public opposition forced concentration on <br />improvements at the existing site. A master plan was prepared and approved for <br />the existing. site. The 30 planes based at the airport now are far more than <br />had been anticipated in 1984 when the master plan was started. A flying club <br />and the Anoka Voc-Tech are based there. <br />Total development cost is estimated as $6 million, with approximately $4 <br />million during the first phase. The master plan was prepared by the City of <br />Ramsey. In the interim period, decisions need to be made whether Ramsey should <br />zone its portion of the site or to lease it and establish joint zoning. <br />If the EIAR is approved and funds secured construction could begin in 1988. <br />Otto said the airport would have a negligible impact on the Search Area A <br />effort, since access across the river is limited and the primary demand area <br />for Gateway is to the north of airport. <br />One issue still not resolved is the nearby landfill, which FAA considers a <br />potential hazard because of birds. The capacity of the landfill is limited and <br />will likely be reached in late 1987, but if expansion plans are approved it <br />could by active until 1990. A second waste site is for processed waste only <br />and not a problem. <br />IV. Overview of Carver County Airport Feasibility Study <br />Virginia Harris, Director of Planning, Zoning and Environmental Services <br />forCarver Carver County gave a presentation on a proposed facility near Waconia <br />or Young America.
