The study was based on the safe <br />and efficient utilization of the navigable airspace by aircraft. Review <br />included public circularization for aeronautical comments. No letters of <br />objection were received in response to the circular. <br />Based on that study, No. 84-AGL-697-NRA, we have no objections provided the <br />runway thresholds are located or displaced, as necessary, and clearly marked <br />so as to provide at least a 20:1 approach surface slope over all obstacles <br />located within the runway approach surface areas. <br />The Federal Aviation Administration cannot prevent the construction of <br />structures near an airport. The airport environs can only be protected by <br />such means as zoning ordinances or acquisition of property rights. <br />This determination, issued in accordance with FAR Part 77, concerns the effect <br />of this proposal on the safe and efficient use of navigable airspace by <br />aircraft and does not relieve the sponsor of any compliance responsibilities <br />relating to any law, ordinance, or regulation of any Federal, State, or local <br />government body. <br />Any change in airport operating category (VFR to IFR) will require a new <br />airspace analysis and determination. <br />This determination does not mean FAA approval or disapproval of the physical <br />development involved in the proposal. It is a determination with respect to <br />the safe and efficient use of airspace by aircraft with respect to the safety <br />of persons and property on the ground. <br />In making this determination, the FAA has considered matters such. as the <br />effect the proposal would have on existing or planned traffic patterns of <br />neighboring airports, the effects it would have on the existing airspace <br />structure and projected programs of the FAA, the effects it would have on the <br />safety of persons and property on the ground, and the effects that existing or <br />proposed manmade objects (on file with the FAA) and known natural objects <br />within the affected area would have on the airport proposal. <br />
