<br />SITE #1 <br />Alternate #1 <br />' Alternative layout #1, as graphically illustrated in Figure 3, utilizes a primary <br />runway alignment referred to as Runway 11-29 due to its magnetic azimuth or com- <br />' pass reading as an aircraft lines up with the runway centerline on its landing <br />' approach or take-off. The primary surface area is approximately centered between <br />County Roads #83 and #56 (Armstrong Boulevard and Ramsey Boulevard). <br />Utilizing the Runway 11-29 alignment, no existing obstructions, buildings, or <br />developments fall within the clear zone and safety zones A and B at either end. <br />A substantial portion of the Gateway North Industrial Airport area is included <br />within the clear zone and safety zone areas at the southeast end. Approximately <br />40 acres of .prime industrially zoned land would be included in the southeast <br />safety zone A area and would be unavailable or unuseable for such development. <br />An additional 33.5 acres of the same industrially zoned land would fall within. <br />safety zone B and would be subject to the applicable development restrictions. <br />Approximately 35 of the 40 acres of land within safety zone A and the clear zone <br />at the northwest end of the runway is zoned industrial with the balance being <br />zoned residential. The 33.5 acres of land contained within the northwest safety <br />zone B area is split almost equally between industrially and residentially zoned <br />property. <br />Utilizing the all weather wind rose data from Twin Cities International Airport, <br />runway 11-29 can provide only a 78 percent wind coverage with less than a 12 <br />MPH crosswind component.
