General Discussion <br />In order to develop and/or expand airport facilities with state and <br />federal aid, agencies of both levels of government require that certain <br />guidelines be followed. <br /> it of <br />t b <br /> e a un <br />As a primary requirement, the sponsor of the airport mus <br /> government. The sponsor of this study is the City of Ramsey which <br /> neither owns, operates nor regulates the present facilities at Gateway <br />1 North Industrial Airport except by its zoning and subdivision authority <br /> and ordinances. The city has sponsored this study with the intent of <br />I ace <br />round s <br />i <br /> p <br />ous g <br />evaluating alternative airport sites due to the ser <br /> limitations which exist at the Gateway North site. The long-range goal <br /> in developing an airport facility in Ramsey is to promote business and <br />' industrial development while also increasing the associated tax base and <br /> job opportunities. <br /> <br /> In order to be eligible for federal and state funding, the facility must <br /> be capable of being fully developed as a Basic Utility - Stage II airport <br /> according to the requirements of both the MnDOT and the FAA. Therefore, <br /> the feasibility of completely developing a Basic Utility - Stage II air- <br />, port will be the basis of design. <br />In order to clarify the airport facility requirements being processed, the <br />Federal Aviation Administration (FAA) has developed the following three <br /> <br />3 <br />
