Therefore, at airports where turboprop and turbojet aircraft aze based, the operating <br />fleet mix was adjusted to reflect a percentage of piston aircraft operations that is <br />higher than the percentage of based piston aircraft. <br />The estimating procedure previously mentioned has not proved to be a <br />reliable technique in estimating operational general aviation fleet mixes at <br />commercial service airports. At Minneapolis-St Paul International and other airline <br />hub airports, the percentage ofsingle- and multiengine piston aircraft operations does <br />not usually exceed the percentage of based piston aircraft. At Minneapolis-St. Paul <br />International, the current based aircraft fleet mix was used as the current operating <br />fleet mix. In the projection years, the percentage of single- and multiengine piston <br />aircraft operations was gradually reduced to reflect the changing based fleet mix. <br />The operating fleet mix for piston aircraft was not, however, reduced to zero. An <br />assumption of zero operations by piston aircraft would not be reasonable. <br />(3) Milita oer <br />Military activity in this eight-airport system is generally restricted to St. Paul <br />Downtown (11,496 in 1988), Minneapolis-St. Paul International (5,092 in 1988), and <br />Flying Cloud Airport (1,173 in 1988). Crystal Airport experiences a small number <br />of military operations, averaging 600 over the last five years. The remaining four <br />airports experience 100 or fewer military operations annually. <br />Projections of military activity aze not generally developed using the same <br />procedures used to develop projections for civil activity. Military activity is a product <br />of defense polity, and therefore does not grow as the mazket dictates. Increases in <br />population or the buying power of a dollar, for instance, would undoubtedly have <br />some effect on civil aviation. Military activity tends to remain at relatively constant <br />levels.
