By the end of the planning period, these two airports will reach 79 <br />and 74 percent of their respective capaaties. St. Paul Downtown will reach 60 <br />percent of available capacity by 1993, and is expected to surpass 80 percent of its <br />capacity by the yeaz 2003. By the end of the planning period, approximately 93 <br />percent of St. Paul Downtown's available capaaty will be utilized. Under the base <br />case scenario, only three of the seven relievers will remain below 60 percent of ASV <br />by the end of the planning period. Airlake is only expected to reach 39.8 percent of <br />its capacity, operational demand at Lake Elmo will reach 46.6 percent of its capacity, <br />and South St. Paul will reach 29 percent of its capaaty. The base case scenario <br />indicates that airfield capacity will be a critical issue for Anoka County-Blaine and <br />St Paul Downtown airports during the planning period. At Crystal and Flying Cloud, <br />planning should begin in the next five to 10 years to explore ways to improve airfield <br />capacity. <br />As a whole, the reliever system is currently operating at an estimated 46 <br />percent of capaaty. As system operations increase, the system will reach 60 percent <br />of its capacity between 1998 and 2003. By the end of the planning period, demand <br />will approach 73 percent of available capacity. These projected saturation levels <br />indicate that alternatives to enhance the reliever system's operational capacity will <br />be needed. <br />(3) <br />Ia addition to the operational capacity analysis, an airfield capacity analysis <br />was undertaken to analyze the additional impact on the reliever system resulting from <br />diverted general aviation operations from Minneapolis-St. Paul International. Results <br />from the registered aircraft owners survey conducted for the Regional System <br />Reliever Airports Study indicate that approximately 10,000 operations from locally <br />based aircraft could potentially be diverted to the reliever system. This diversion will <br />result from based aircraft that will be transferred from Minneapolis-St. Paul <br />III-6 <br />
