Diversion from Minneapolis-St. Paul International could increase the <br />system delay to almost 6,200,000 minutes. <br />.Limitations in existing aircraft storage will also affect the reliever system. Currently, <br />two airports (Airlake and Anoka County-Blaine) aze using approximately 100 percent of <br />their available storage. By the end of the planning period„ all system relievers, with the <br />exception of Crystal Airport, will have an unconstrained demand for aircraft storage in <br />excess of 100 percent of their existing facilities. Storage constraints throughout the reliever <br />system aze illustrated in Erlnbit III-3. Demand for storage in the system as a whole is <br />expected to equal 100 percent of existing storage between 1998 and 2003. This demand is <br />compazed to existing storage and storage expansion in the following chapters. Diversion <br />from Minneapolis-St. Paul could add as many as 16 based aircraft to the reliever system. <br />Table III 7 provides a summary of both operational and aircraft storage capacity at <br />each of the seven relievers at the end of the planning period. This indicates that serious <br />operational and/or storage constraints will continue to develop throughout the system if left <br />unaddressed. <br />4. REGIONAL AIRSPACE OVERVIEW <br />The Minneapolis terminal airspace is approximately 40 nautical miles in radius and <br />is centered on Minneapolis-St. Paul International Airport. The Minneapolis-St. Paul <br />International terminal azea is under the jurisdiction of the FAA's Minneapolis Approach <br />Control facility located at the airport; the airspace and the terminal azea extend from the <br />surface up to and including 10,000 feet. The airspace above 1Q000 feet is under the <br />jurisdiction of the Minneapolis Air Route Traffic Control Center (MSP ARTCC), which is <br />located is Farmington, Minnesota; the ARTCC is responsible for all 1FR traffic in the <br />region. Minneapolis Approach Control provides air traffic control service to all IFR aircraft <br />as well as advisory and separation services to all visual flight rule (VFR) traffic in the <br />.: ~ III-ZO <br />
