seven nautical miles northeast of Crystal Aitport (MIC). Both of these airports share <br />the Gopher VORTAC (GEP) for IFR instrument approach procedures (i.e., the <br />VOR Runway 8 and VOR/DME Runway 26 at Anoka County-Blaine and the VOR- <br />A at Crystal). Other IFR approach NAVAIDs would be required to make these two <br />airports independent of one another during IFR conditions. The airport's 1990 <br />airport layout plan indicates the ultimate operation of a precision approach on <br />Runway 26. This precision approach is also indicated on the airport's 1983 master <br />plan. A precision approach, in conjunction with a tower, would greatly improve 1FR <br />coverage in the northwestern portion of the metropolitan region. <br />A possible rnnstraint to dual runways at Anoka County-Blaine is the antenna <br />farm located approximately 4.7 nautical miles to the southeast. These towers aze the <br />highest obstructions in the region; they would impact missed approach procedures <br />for dual runways to the east and south and approach and departure procedures to <br />the southeast They also cause compression (TCA floors) and channelization for <br />traffic operations to north/south rumvays and aircraft transiting the north side of <br />TCA at the lower levels. An indepth obstruction analysis would be required before <br />committing to dual runways at this .location. Anoka County-Blaine should be <br />equipped with a working tower, a radar monitor, and limited approach control <br />airspace to improve its capabilities as a reliever airport and enhance airport safety. <br />(2) ~t Paul Downtown <br />St. Paul Downtown is an ideal reliever airport for corporate aircraft in that <br />it has ntnways long enough to accommodate all classes of corporate jet aircraft The <br />airport is located approximately 6S nautical miles from Minneapolis-St. Paul <br />International. Under normal conditions, a busy downtown airport that is in close <br />proximity to a major air carrier airport is an airspace constraint Due to the <br />alignment of the runways at both airports, however, their operations aze generally <br />compatible. <br />III-29 <br />
