. Within the Metropolitan Council region, Minneapolis-St. Paul International qualifies <br />as a "relieved" airport. The e~dsting reliever airports aze located in the Minneapolis-St. Paul <br />MSA and have sufficient numbers of based aircraft to maintain their roles as reliever <br />airports. The primary objectives of the Regional System Reliever Airports Study aze to <br />determine the facility improvements needed at e~dsting reliever system airports to enhance <br />their reliever roles and determine if additional relievers are necessary to meet the region's <br />20-yeaz aviation needs. <br />2, RFrION,4? ~ AVLATION FR_A_MEWORIC <br />The aviation environment is the Minneapolis-St. Paul azea is shaped primarily by <br />policies, procedures, and development actions of the Metropolitan Council and the <br />Metropolitan Airports Co*++*+++~~~on (MAC). A portion of the framework is created by the <br />Aviation Chapter of the Metropolitan Council's Development Guide/Policy Plan. Both the <br />Metropolitan Council and the MAC have undertaken planning efforts related to the regional <br />• reliever airports system. <br />(1) Metropolitan Council <br />The Metropolitan Council, sponsor of the Regional System Reliever Airports <br />Study, is responsible for coordinating the aviation system and other regional systems <br />with individual aty and county comprehensive plans. The Council's aim is to <br />accommodate aviation needs in a manner that contributes to the overall well being <br />of the region's citizens and economy, while staying within the boundaries of the goals <br />and policies presented in the Council's Development Guide/Policy Plan.` This <br />document charts the direction that metropolitan aviation investments aze to take <br />through the year 2020. The Aviation Chapter of the plan is used as a guide for <br />aviation studies, facility projects, implementation programs, and coordination efforts. <br />The revised chapur includes five sections: <br />. `Aviation Development Guide/Policy Plan, Metropolitan Council of the Twin Cities <br />Area, draft for public hearing, October 1989. <br />-5- <br />
