region aze from the west, so as approach from the east would enhance the airport's <br />status. A cursory examination of the approach ends of Rtmways 27L and 27R <br />indicates that there aze structures close to the runway ends; these obstructions may <br />interfere with instrument approach obstruction criteria. Runway 27L has a displaced <br />threshold; this should be studied to determine if it could be eliminated. A review of <br />the IIS on Runway 9R should be undertaken to determine if a backcoutse ILS <br />approach, coupled with a DME, could be developed for Flying Cloud. <br />Flying Cloud's dual tttmvays and control tower provide high VFR capacity. <br />It can support dual closed touch-and-go traffic patterns during busy training periods. <br />The airport can also restrict closed-pattern operations to one runway and use the <br />other runway for IFR itinerant operations. Current facilities at Flying Cloud provide <br />it with maximum VFR capacity. <br />(6) Lake Elmo <br />Lake Elmo Airport is located approximately 16 nautical miles northeast of <br />Minneapolis-St. Paul International. It has two rumvays, with an IFR approach <br />procedure to Runway 3. This approach procedure is an N1DB procedure based on <br />the Hopey hIDB; the AIDB is located 8.2 nautical mites southwest of the airport. <br />Unfortunately, this procedure rnnflicts with the St. Paul Downtown ILS approach to <br />Runway 32 and the NDB approach to Rumvay 30. <br />From an airspace standpoint, Lake Elmo Airport has no impact on the other <br />airports in the region during VFR conditions. Its location makes it ideal as a <br />reliever. Providing Lake Elmo with instrument approach capabilities would not be <br />a problem tinder 1FR conditions if the primary IFR approach procedure was to <br />Runway 13/31; this would be compatible with St. Paul Downtown and Minneapolis- <br />St. Paul International traffic flows. Runway 13/31 is currently 2,850 feet long. The <br />existing master plan does not show an additional extension; however, a 3,900-foot <br />long parallel runway is proposed. An MLS might also enable this airport to develop <br />III-34 <br />
