the potential to develop additional airside facilities. The 1976 Lake Elmo Master <br />Plan depicts a system of dual pazallel runways. Proposed development at Airlake <br />includes a crosswind runway. <br />In developing the various alternatives for resolving existing and future <br />deficiencies in the reliever system, it was assumed that the maximum operational <br />demand that an airport could effiaently process is equivalent to approximately 80 <br />percent of its annual operational capaaty. While airports can exceed more than 100 <br />percent of their available operational capaaty, delay dramatically increases when <br />operational demand surpasses 80 percent of capacity. For this system planning <br />analysis, the projections of annual operations were derived. from the number of <br />based aircraft and the annual number of operatiots per based aircraft (OPBA) for <br />each airport. This assumed relationship makes it possible to derive the approximate <br />number of based aircraft that each airport can support, acsu*++~ng that it will reach <br />but not exceed a maximum of 80 percent of operational capaaty. It is important to <br />note that this methodology is suitable for system planning; however, comprehensive <br />master planning is necessary to focus on individual airports. <br />The ASV for each airport was multiplied by 80 percent to produce an estimate <br />of the number of annual operations it can support within the upper limits of <br />acceptable delay (see Table IV 2). The FAA estimates that approximately 1.2 <br />minutes of delay per operation occurs at 80 percent of capacity at similar general <br />aviation airports.' As part of the aviation demand projections prepazed for the <br />reliever airport system, OPBA were estimated for each reliever airport. These <br />OPBAs range from 891 at St. Paul Downtown Airport to 225 at South St. Paul <br />Airport. By dividing the 80 percent ASV estimate by the 2008 OPBA, an 80 percent <br />equivalenry factor was established. This number is a reasonable estimate of the <br />number of based aircraft each reliever airport can support without greatly surpassing <br />80 percent of its ASV. For example, Anoka County-Blaine Airport can accommodate <br />` FAA Advisory Circular 150/5060-5, "Airport Capacity and Delay." <br />N-5 <br />
