approximately 273 based aircraft if operational capaaty remains at its current level i <br />(ASV of 230,000). <br />A comparison of the number of based aircraft that each airport can <br />operationally support with the number of based aircraft each airport could support <br />based on existing and potential oa-airport storage (Table N-1) indicates that <br />operational constraints limit the number of based aircraft that the relievers can <br />accommodate, despite the fact that they may have the ability to expand to provide <br />additional aircraft storage facilities. Tables N-1 and N 2 show that shortfall in <br />operational capacity, rather than lack of aircraft storage and pazking, is the primary <br />system deficienry that must be resolved in formulating development alternatives for <br />the reliever airport system. <br />(3) Intra- ystem Diversion Potenti 1 <br />As shown in Table N-3, at some of the reliever airports, projected based <br />aircraft levels will not generate activity levels high enough to utilize 80 percent of <br />available operational capacity. In other instances, projected based aircraft levels are <br />well in excess of those levels that can be accommodated at the 80 percent <br />demand/capacity ratio. Therefore, in formulating system development alternatives, <br />diverting demand from saturated to underutilized airport facilities was explored. <br />Once the number of based aircraft representing 80 percent of operational <br />capaaty was determined for each airport, this number was compared with the number <br />of projected, unconstrained based aircraft to yield the number of aircraft that could <br />be candidates for diversion during the planning period. For instance, Anoka County- <br />- Blaine Airport is projected to have 464 unconstrained based aircraft by the end of <br />the planning period, yielding an operational demand in excess of 130 percent of <br />capacity. The 80 percent ASV equivalenry ratio for Anoka County-Blaine yields <br />273 based aircraft.
