Additional discussion of Gateway:North Industrial Airport's development potential <br />is provided in Chapters IV and V. While the secondary ring of minor airports does <br />not offer suitable alternatives to the reliever airports with regard to azea coverage, <br />the secondary ring airports can serve as "relievers to the relievers" by providing <br />alternative locations for aircraft that do not require close proximity to the cities of <br />Minneapolis and St. Paul. <br />Three secondary ring airports (Osceola, River Falls, and Jaques Field), located <br />in Wisconsin near the Minneapolis border, have service azeas that extend into the <br />metropolitan region. It is unlikely that any of these airports will dramatically.impact <br />the reliever airport system. <br />T'he final service azea considered was the regional distribution of airports <br />equipped with precision approach capabilities. Currently, only three reliever airports, <br />St. Paul Downtown, Flying Cloud, and Airlake, have a full instrument landing system <br />(1LS) (see Fzhtbit N 3). While much of the seven-county area is outside the service <br />areas of these three airports, St. Paul Downtown's 30-minute service area does <br />include all of Ramsey County and most of the heavily populated portions of <br />Hennepin and Anoka wunties. As mentioned previously, because St. Paul <br />Downtown is projected to surpass 80 percent of operational capacity during the <br />planning period, the need for additional precision approaches in the study azea <br />should be considered. It is also unlikely that a precision approach can be achieved <br />at Gateway North Industrial. Considering the level of growth reported in the <br />northwestern portion of the study area, this area would be the logical choice for <br />additional instrttmeatation. As mentioned in Chapter III, airspace and development <br />conflicts limit the possibility of Anoka County-Blaine or Crystal airports being <br />upgraded from a nonprecision to a precision approach. Anew general aviation <br />airport in Seazch Area "A" offers one possibility for providing additional precision <br />instrument flight rule (ffR) coverage in the study area. Additional recommendations <br />regarding navigational aids (NAVA1Ds) and proposed instrument approaches are <br />presented in the following chapter. <br />IV-14 <br />
