2. upr 7RVER SYSTEM AI.,'I`ERNA'1'IVFt <br />As mentioned, eight alternatives were developed to resolve existing and future <br />deficiencies in the reliever airport system. These alternatives are a combination of various <br />capacity-enhancement strategies, including improving capacity at existing airports, adding <br />new or existing airports to the reliever system, and infra-system diversion. <br />The need to resolve operational capacity shortfalls was the primary factor considered <br />in the formulation of system alternatives. As dis~vssed in Chapter III, each of the reliever <br />airports appears to have existing on-airport property available to accommodate projected <br />based aircraft levels. The operational capacity of the reliever system can be increased by: <br />Increasing the available capacity at existing reliever airports <br />Diverting system aircraft to underutilized facilities <br />. Constructing new reliever airports <br />Bringing existing nonreliever airports into the system <br />These options were incorporated into the development alternatives identified for the <br />existing reliever system. <br />(1) Alternarive 1- Minimum Development <br />Alternative 1, a minimum development scenario, was used as a base case to <br />which all other alternatives were rnmpared. In this alternative, the only improvement <br />to the reliever system is increasing airport storage capaaty as demand warrants. It <br />is assumed that each reliever airport will be able to develop aircraft storage and <br />parking to accommodate projected demand. As mentioned previously, each airport <br />in the reliever system has an adequate land envelope to potentially accommodate its <br />projected number of based aircraft. This conclusion is based on estimates of <br />developable storage derived from the 1987 "Evaluation of Aircraft Storage Capacity" <br />report prepared by MAC and data provided by airport management. Alternative 1 <br />does not provide for improvements to the existing system's operational capacity nor <br />N-16 <br />
