plan also recommended a 1,000-foot extension to Runway 3/21. This <br />extension would provide the airport with increased ability to handle a greater <br />percentage of the general aviation operating fleet at increased useful loads. <br />A comprehensive development plan is currently underway at Lake Elmo. An <br />environmental assessment will probably be required before the runway can be <br />extended. In 1976, the cost of this runway anti taxiway extension was <br />estimated at 5324,000. Inflated to 1989 dollars, the cost of this 1,000-foot <br />, extension is estimated at 5691,000. Therefore, the cost of Alternative 2 is <br />estimated at 5691,000. <br />(3) etternative 3 -Construct Pazallel Runway at Anoka Countv-Blaine <br />Alternative 3 improves system capacity by providing Anoka County-Blaine <br />Airport with a pazallel runway (17R/35L). The existing comprehensive development <br />plan recommends that this pazallel rtmway have a length of 4,855 feet. The FAA and <br />MAC both agree that an air traffic control tower would be needed to ensure the <br />safe operation of pazaliel runways at Anoka County-Blaine. These improvements will <br />increase the airport's operational capacity from an estimated 230,000 to 355,000 <br />annual operations. Anoka County-Blaine is the only existing airport in the reliever <br />system where major improvements can be made to significantly improve operational <br />capaaty. Alternative 3 does not provide for diversion between reliever airports. <br />Alternative 3 is illustrated in E:htbit IV-6. <br />1. System Diversion <br />No diversion occurs in Alternative 3. <br />2. Operational Demand <br />By increasing the ASV at Anoka County-Blaine to 355,000 annual <br />operations, the airport will approach 89 percent of its enhanced operational <br />capaaty in 2008. The relationship between demand and capacity at each of <br />the other reliever airports is consistent with the relationships provided for in <br />Alternative 1. <br /> <br />IV-24 <br />
