Esbibit IV 7 shows the reliever system and capacity utilization for each airport <br />in Alternative 4. <br />1. System Diversion <br />Even with the addition of a parallel nmway and increased capacity, <br />Anoka County-Blaine would have to divert 43 based aircraft before annual <br />operations are lowered to 80 percent of increased operational capacity. St. <br />Paul Downtown and Flying Cloud airports are projected to surpass 80 percent <br />of their available operational capaaty by the end of the planning period. <br />These two airports must divert 55 and nine aircraft, respectively, to obtain an <br />80 percent ratio between demand and capacity. <br />An estimated 26 based aircraft can be diverted from Anoka Counry- <br />Blaine to Crystal Airport. Fifty-five single-and lighttwin-engine aircraft could <br />be diverted from St. Paul Downtown to Lake Elmo. This diversion would <br />occur only if the users of the overburdened airport perceive the delay as an <br />actual problem and view the neighboring airport as a suitable option for <br />basing their aircraft. Diversion from Flying Cloud is not expected to occur, <br />because an airport with additional capaaty is not located in close proximity. <br />• 2. Operational Demand <br />With an increased ASV of 355,000 and 297,000 projected annual <br />operations (after possible diversion) by the end of the planning period, Anoka <br />County-Blaine will approach 84 percent of its operational capacity by the end <br />of the planning period. The relationship between demand and capacity at <br />each of the other reliever airports is shown in Table N-7. <br />An increase in available capacity at Anoka County-Blaine duectly <br />relates to an increase in the entire reliever system's capacity. Therefore, with <br />the number of projected operations remaining constant, the overall demand <br />for available operating capacity is reduced to 69 percent in Alternative 4. <br />The projected number of annual operations as a percentage of ASV <br />for Alternative 4 is presented in Table IV-7. <br />• <br />N-28 <br />
