3. System Delay <br />By the end of the planning period, total reliever system delay for <br />Alternative 4 is estimated at 1S million minutes annually. The total system <br />delay translates to approximately 1.0 minute of average delay for each aircraft <br />operation. Average delay per aircraft at Anoka County-Blaine is reduced to <br />12 minutes per operation (see Table IV-7). Crystal Airport, after accepting <br />diversion from Aaoka County-Blaine, is expected to experience 1.2 minutes <br />of average delay per operation. <br />4. Preliminary System Cost <br />The cost of building a parallel runway (17R/35L) and taxiway at Anoka <br />County-Blaine Airport was estimated at 51,730,000 in the airport's 1983 master <br />plan.' In 1989 dollars (assuming a 6 percent annual inflation rate), a pazallel <br />rumvay and taxiway aze estimated to cost 52,454,000. Construction costs for <br />an FAA tower at Anoka County-Blaine are estimated at 51,000,000 (not <br />including annual operating costs). Inflated master plan estimates (1989 <br />dollars) fora 1,000-foot long runway and taxiway extension at Lake Elmo are <br />5691,000. Total costs for Alternative 4 are estimated at 54,145,000. <br />(5) <br />Gateway North Industrial Airport is currently a privately owned facility. <br />Alternative 5 assumes that this airport could secure public sponsorship and be <br />included in the reliever system. The current land envelope associated with Gateway <br />North is considerably smaller than that rewmmended in the airport's master plan°. <br />Alternative 5 assumes that the pazcels identified in the Gateway North Industrial <br />master plan could be obtained to expand the airport to permit the primary runway <br />to be paved and extended to a length of 3,300 feet. This expansion would require <br />the purchase of several homes and small businesses.
