E~nbit IV 9 illustrates the development proposed is Alternative 6. <br />1. System Diversion <br />A new general aviation airport in Search Area "A" could attract an <br />estimated 191 based aircraft from AnokaCounty-Blaine Airport. This number <br />of based aircraft was derived from AnokaCounty-Blaine diverting aircraft until <br />demand is reduced to 80 percent of its operational capacity. As in all <br />diversion scenarios, 55 single-and light twin-engine aircraft would be diverted <br />from St. Paul Downtown to Lake Elmo. <br />While a new airport could attract a number of aircraft and operations <br />from Crystal Airport, Crystal's demand is not projected to reach 80 percent <br />of ASV by the end of the planning period. Therefore, significant diversion <br />from Crystal is unlikely unless the new facility is located in close proximity to <br />the existing Crystal site. Also, some diversion from Flying Cloud to a new <br />airport may occur; however, most of Search Area "A" is located beyond Flying <br />Cloud's 15-mile limit for attracting diverted aircraft. Significant diversion from <br />Flyittg Cloud to anew airport is not expected. <br />• To date, no one specific area has been selected for the location of a <br />new general aviation airport is Search Area "A", nor has a public sponsor been <br />identified for this facility. <br />2. Operational Demand <br />A new airport, operating at 80 percent of an estimated 230,000 ASV, <br />would be able to accommodate approximately 264 based aircraft, assuming <br />an OPBA of 625. This number of OPBA represents an average of the OPBAs <br />at neighboring reliever airports. With diversion from Anoka County Blaine, <br />the new airport could reach 56 percent of its operational capacity by the end <br />of the planning period. This assumes 191 aircraft would be based at the new <br />~~ <br />With Alternative 6, all relievers would operate at approximately 80 <br />percent or less of their operational capacity. The projected number of annual <br />operations as a percentage of ASV for each of the relievers in Alternative 6 <br />is presented in Table N-9 and Exhibit N-7. <br />u <br />N-36 <br />
