3. System Delay <br />Total reliever system delay for Alternative 7 is estimated to be 1.4 <br />million minutes annually by the end of the planning period. The average <br />delay per aircraft operation is estimated at one minute by the end of the <br />planning period. Four airports, Anoka County-Blaine, Crystal, Flying Cloud, <br />and St. Paul Downtown, will experience 1.2 minutes of average delay per <br />aircraft. Other relievers will experience less than .7 minutes of delay per <br />operation by the end of the planning period (see Table N-10). <br />4. Preliminary System Cost <br />The rnst of Alternative 7 is a combination of development costs from <br />Alternatives 4 and 5. This cost includes improvements at Gateway North <br />Industrial, Anoka County-Blaine, and Lake Elmo. The total development <br />rnst for Alternative 7 is estimated at S11,888,000. <br />(8) <br /> <br />Alternative 8 is a combination of system improvements recommended in <br />Alternatives 4 and 6. These improvements include construction of a new airport in <br />Search Area "A", implementation of a parallel runway and air traffic control tower <br />at Anoka County-Blaine, and a rumvay extension at Lake Elmo to aid in attracting <br />diversion from St. Paul Downtown. Diversion of aircraft from St. Paul Downtown <br />is important because capacity enhancement for this facility is unlikely. Without <br />diversion, demand at St. Paul Downtown will approach 100 percent of operational <br />capacity by the end of the planning period. <br />Fslubit N 11 illustrates the development recommended in Alternative 8. <br />1. System Diversion <br />A new general aviation airport in Search Area "A" would consist of a <br />single runway and a parallel taxiway. This configuration would have an <br />associated ASV of approximately 230,000 annual operations. The OPBA for <br />the new airport is estimated at 625, which is based on the average OPBA for <br />surrounding reliever airports.
