Search Area "A" would not experience significant operational delay because <br />a limited number of based aircraft is projected for the facility by the end of <br />the planning period (see Table N-11). <br />It is important to note that the average delay and number of operations <br />for the new general aviation airport in Seazch Area "A" were calculated based <br />on diversion only from Anoka County-Blaine. Depending on the actual <br />location of the new airport, based aircraft operations could also be attracted <br />from other reliever system airports. <br />4. Preliminary System Cost <br />Preliminary development rnsts for Alternative 4 and 6 were combined <br />to reach an estimated cost of 510,345,000 for Alternative 8. Alternative 8 <br />includes as estimated cost of 5691,000 fora 1,000-foot long runway extension <br />at Lake Elmo, 5354;000 for a pazallel nmway and taxiway and air traffic <br />control tower at Anoka County-Blaine, and 56,200,000 for a new general <br />aviation airport in Seazch Area "A." Cost estimates for a runway extension <br />at Lake Elmo, which were inflated from the 1976 master plan, aze based on <br />as ultimate length of 3,500 feet. A comprehensive development plan update <br />would be required to assess all of these recommendations. <br />3, FVAi__UATION OF ALTERNATIVES <br />The eight alternatives developed to resolve existing and future capacity deficiencies <br />in the reliever airport system were evaluated on six criterion: <br />System capacity and delay <br />Development costs <br />Environmental impacts <br />User convenience <br />Long-term system flexibility <br />Implementation feasibility <br />Alternatives were analyzed in terms of their ability to satisfy these six evaluation criterion <br />and rated on a scale of 1 to 5,1 being low and 5 being high. For example, if an alternative <br />requires actions that may adversely impact ground water or requires the relocation of homes <br />or businesses, a lower value is assigned to environmental impacts. An alternative that does <br />not require relocation or have other negative consequences would receive a higher rating. <br />N-47 <br />
