Aluniatives 3, 4, s, and 7 provide a <br />moderate increase in user cornenience by enhancing opaaty at Anoka <br />County-Blaine or Gateway North Industrial Both of these airports aze in the <br />rapidly developing nortlrwesurn portion of the study azea where demand is <br />beginning to outpace the available operational capacity. Alternatives 6 and <br />8 received ratings of 4 because a new general aviation airport in Seazch Area <br />"A" could potentially serve a large portion of the population in the west and <br />northern portions of the metropolitan azea. Long-Term Flexibility <br />This criterion was used to assess the long-tenor flexibility of the reliever <br />system to expand beyond the 20-year planning period. This criterion received <br />a weighting factor of s. <br />By the end of the planning period, system demand will approach 74 <br />percent of available opaaty for Alternatives 1 and 2. In both Alternatives <br />1 and 2, operations at the busiest airport, Anoka County-Blaine, will surpass <br />100 percent of available capacity. In Alurnatives 3 and 4, the system is <br />projecud to be operating at 69 percent of capacity by the end of the planning <br />period. In these two alternatives, the level of demand at Anoka County- <br />Blaine Airport is reduced to 89 and 84 percent, respectively. <br /> <br />In Alternative s, the overall sysum opacity utilization is reduced to <br />67 percent; however, demand at Anoka County-Blaine is still in excess of 100 <br />percent of opacity. Gateway North Industrial is expected to operate at ss <br />percent of opacity in Alurnative s. hand constraints will prevent greater <br />opacity utilization from being achieved at Gateway North Industrial. <br />Alternative 6 provides for a new general aviation airport in Seazch Area "A". <br />This would allow Anoka County-Blaine to divert based aircraft until demand <br />rv-ss <br />
