CONTINUOUS PLANNING Recommendations and contingencies discussed in previous sections aze graphically summarized in F.:hrbit V-2 As noted, it will be unappazent for some time whether or not certain recommendations that are key to a successful reliever system can be implemented. Additional studies will be required to determine project feasibility, and monitoring of the existing system will be vital to establishing the need to actually implement certain recommendations. The continuous planning element has been divided in two components: follow-on studies and monitoring and tracking efforts. (1) Follow-on Studies Previous sections have eluded to certain follow-on studies that will be required to determine the feasibility of implementing portions of the recommended plan. Follow-on analysis required for the three major components of the recommended . plan is as follows: Pazallel at Anoka County-Blaine Airport To determine the feasibility of this recommendation, the airport's comprehensive development plan will need to be updated. (A comprehensive development plan update is scheduled for 1990.) An environmental assessment for the proposed parallel runway will most likely be required. If proven feasible, follow-on engineering and design studies would be required MAC, as the airport's sponsor, would have primary responsibility for pursuing these studies. MAC and MnDOT efforts, in cooperation with the FAA, will be necessary to provide an ATCT. New Airport in Search Area "A" A site selection study should be undertaken to determine if a technically adequate and acceptable airport site exists in Search Area "A" If a suitable site is found, a master plan and an environmental assessment should follow. Sponsorship of the site selection study may rest with the Metropolitan Council or MAC, or it could be conducted jointly. If a suitable and acceptable site is identified, a sponsor would V-15
