study. Changes in fuel prices, liability insurance, and the age of active pilots and
aircraft in the region could all have significant impacts on forecast versus actual
demand levels. The impact of changes in the forecasts could be monitored through
this program. The comparison of actual to forecast demand would enable MAC to
suggest the timing for implementation of certain study recommendations. If actual
demand levels exceed plan forecasts, the implementation schedule must be
accelerated; the opposite is true if actual demand falls short of forecast demand.
It is essential that actions related to the region's commercial service needs
continue to be monitored for their impact on the reliever system. If Track "A" is
selected, the parallel at Anoka County-Blaine and a new intermediate airport in
Seazch Area "A" would most likely be vital to the success of this track. If Track "B"
is selected, plan recommendations will be affected by the location of a new airport
as well as by re-use plans for Minneapolis-St. Paul International. The continuous
planning element will need to monitor decisions related to the commercial airport
track in the region to determine how these decisions affect the metropolitan region's
reliever airport needs. Revision to Minnesota Statute 473.641 Subdivision 4 will also
be predicated on the course elected for the commercial airport system.
7: FACILITY REQUIREMENTS
Projected growth in the reliever system's aviation demand will continue to generate
a need for system improvements. To prepare for this growth, existing airside and landside
facilities at each of the system airports were evaluated using accepted planning standazds
to determine their ability to meet existing and projected aviation demand. Facility
deficiencies were then identified and the following rnmponents were analyzed:
. Runway length requirements
Navigational aid (NAVAID) requirements
Aircraft storage requirements
Itinerant ramp requirements
Terminal azea requirements
Automobile pazking requirements
V-18
