The major mid-term development projects recommended for the airport <br />include the development of com~entional hangaz space. Projects planned by MAC <br />include signage/lighting improvements, building modifications, and pavement <br />rehabilitation. The total cost of recommended mid-term projects is estimated at 51.8 <br />million. <br />Major projects for St Paul Downtown for the long-term period will most likely <br />include the development of hangars to accommodate based aircraft that may divert <br />to this airport from Minneapolis-Sk Paul International and the possible installation <br />of an MLS. The costs associated with developing these hangars would fall in the <br />privately funded category. Long-term hangaz development costs have not been <br />quantified as part of the system planning analyses, as their development will be polity <br />rather than demand driven. An MIS would cost approximately 51,000,000. While <br />as MIS is listed as a development cost, the actual implementation is questionable <br />• and would require extensive study. Routine maintenance and replacement costs, <br />other than those costs included in the MAC five-yeaz capital improvement plan, were <br />not included as part of the reliever system plan. It is assumed that MAC will remain <br />the airport's sponsor throughout the planning period. Tabie V-8 provides a summary <br />of all recommended projects for St. Paul Downtown Airport. <br />('n System Plan Contingency <br />If diversion of light single- and twin-engine operations is not accomplished by <br />improving neighboring airports to the point that they are able to attract Sk Paul <br />Downtown's excessive demand, there is little Wat can be done to improve airport <br />capaaty. As the number of operations increases, so will delay. While recreational <br />traffic maybe able to schedule takeoffs and arrivals to avoid peak periods, business- <br />related operations may be more constrained in their schedules. There are no <br />secondary-ring airports that aze suitable candidates to attract Sk Paul Downtown <br />operations. <br />V 53 <br />
