The <br />presence of these additional NAVAIDs at the airport is one factor that draws general <br />aviation activity to Minneapolis-St. Paul International. From acost/benefit <br />standpoint, it is impossible to expect that the reliever airports could duplicate the <br />highly sophisticated level of navigational equipment provided at the airport or that <br />activity levels at the relievers would justify these types of NAVAIDs. This study did, <br />however, review appropriate NAVAID upgrades at the relievers that were justified <br />and had the potential to increase reliever utilization. <br />(4) ~i pQrt Activity Statistics <br />Statistics used to measure historical and current activity levels in the regional <br />aviation system included: <br />Ann„al C=pneral_ Aviation Onerations -The number of general aviation <br />operations for each of the study airports (equal to total general aviation <br />takeoffs plus total landings) for the years 1984 to 1988 (see Table I- <br />6). <br />Number of Ba<ed Aircraft - An aircraft is considered a based aircraft <br />if it is regulazly stored at as airport.
