• As shown in these activity summaries, annual operations for the reliever
system have experienced steady growth for the historical period. Based aircraft, on
the other hand, have remained relatively constant in the same historic period.6.
SUMMARY
The inventory effort was conducted to identify existing conditions and facilities
provided by airports in the Regional System Reliever Airports Study azea. The inventory
also identified current issues that affect development at the study azea airports. Exhibit I-
13 provides an index of historical growth and a look at the anticipated future growth of
these airports. As shown, many of the airports have experienced a recent increase in
operations. Ma~+ of the airports' future growth. outlooks, however, are less optimistic due
to local issues such as access and development potential.
(1) MinneanolisSt. Paul International Airport
Minneapolis-St. Paul International recently completed a major pazking
expansion adjacent to the Lindbergh Terminal building. The access improvement
program is part of a continuing effort to refine its facilities. Aircraft noise and land
use compatibility issues continue to be at the forefront, as a proposed extension to
Rumvay 4/22 may result in a shifting of noise impacts from one area to another. An
environmental impact statement is currently being prepazed for the proposed Runway
4/22 extension. The two FBOs at the airport provide services for the based and
operational general aviation fleet. Aircraft storage and ramp facilities aze currently
fully utilized and future development potential appears to be minimal. MAC
supports the decentralization of general aviation aircraft in the region and the
transfer of general aviation operations and based aircraft from the airport to other
general aviation airports in the region.

I-46
