aircraft. This total was then allocated to the seven reliever airports and Minneapolis-
St. Paul International based on historical trends and geographic locations.
As shown in Table II-4, the percentage of metropolitan azea registered aircraft
based at system airports has ranged from a low of 73.60 percent in 1986 to a high
of 78.29 percent in 1984. The volatility of the general aviation industry in recent
years has aided this instability. In FAA Aviation Forecasts. FY 1989 to 2000. the
FAA asserts that general aviation will begin to grow more steadily in the next 10 to
15 years. Astable environment such as this could enable the system airports to
capture a larger share of metropolitan azea registrants during the planning period.
In addition, future years should show a continued move away from single- and
muldengine aircraft towazd turboprop and business jet aircraft. These larger aircraft
tend to locate at airports with more advanced facilities, such as an instrument landing
system (ILS) or microwave landing system (MIS). This will also be a factor in the
increasing shaze of metropolitan azea registrants at system airports. For projection
purposes, the shaze of metropolitan area registrants based at reliever system airports •
was increased, resulting in a 2008 based aircraft total of 2,438 (see Table II-4).
Table I-6 provides a historical string of based aircraft by reliever airport.
This string is repeated in Table II-5. With the exception of Flying Cloud and Lake
Elmo, each of the airports has experienced a net increase in based aircraft since
1984. This set of data was used to allocate the projected based aircraft to each of
the eight system airports in each of the projection years. Table II-6 details the
projected based aircraft allocations. The respective shares of total based aircraft
held by each airport were not increased or decreased by substantial amounu. Some
minor adjustments were applied, however, to account for recent growth and
Metropolitan Council expectations.
I.~J
II-9
