Absent: Board Members Brauer and Rogers. <br />Case #2: Public Hearing -Request for a Variance to minimum Floor Area Ratio <br />(F.A.R.) of 0.25 and Maximum Surface Parking Lot Street Frontage of 25% in the TC-3 <br />Sub-District <br />Public HearinE <br />Chairperson Van Scoy called the public hearing to order at 7:02 p.m. <br />Presentation <br />Associate Planner Gladhill presented the Staff Report. <br />Citizen Input <br />Bill Dunham, Director of Construction for Allina, and Pat Giordana, the architect for Allina <br />Ramsey site stated their main concern was the site circulation and how the traffic has to flow for <br />the needs of the patients. The site needs to accommodate patient drop off and metro mobility <br />vans. The front of the building needs to be visible from where the parking is located. He <br />continued that Allina has compromised with the wall along Sunwood Drive and the focal point <br />along Ramsey Blvd. and Sunwood Drive to provide a gateway. <br />Planning Manager Miller read the design guidelines from the TC zoning district. <br />Chairperson Van Scoy stated his concern is that rather than a building along Sunwood Drive <br />there is a parking lot along Sunwood Drive. <br />Discussion ensued on rotating the building and the planned flow of traffic. <br />Board Member Brauer showed on an original Town Center design plan where there are three <br />corners where the buildings are oriented not that differently than the one being proposed.
