AC 150/5900-1B DATE January 31, 1979 ADVISORY CIRCULAR DEPARTMENT OF TRANSPORTATION Federal Aviation Administration Washington, D.C. Subject: THE PLANNING GRANT PROGRAM FOR AIRPORTS 1. PURPOSE. This advisory circular offers guidance on how to participate in the Federal Aviation Administration (FAA) Planning Grant Program (PGP). It describes the process for applying for grants to prepare airport system plans and airport master plans and the administrative procedures to be followed in performing planning projects. 2. CANCELLATION. Advisory Circular 150/5900-1A, The Planning Grant Program for Airports, dated September 26, 1974, is cancelled. 3. EXPLANATION OF CHANGES. This advisory circular is revised primarily to incorporate the Airport and Airway Development Act Amendments of 1976 (Public Law 94-353) and the requirements of OMB Circular A-95, revised. It also includes an explanation of the relationship of the PCP to the Joint Funding Simplification Program, guidance on Airport Noise Control and Land Use Compatibility (ANCLUC) Planning, and provides general clarification and updating of the previous advisory circular. A number of appendixes were deleted from the previous advisory circular as they are now contained in other FAA publications or have been incorporated into the body of this advisory circular. The appendix entitled Environmental Impact Assessment Reports has been deleted; the information contained in an appendix describing continuous planning has been superseded by AC 150/5050-5, The Continuous Airport System Planning Process. Appendixes entitled Principles for Determining Costs Applicable to Grants with State and Local Governments; Standards for Grantee Financial Management Systems; and Property Management Standards are now contained in AC 150/5100-10, Accounting Records Guide for Airport Aid Program Sponsors.
