AC 150/5900-1B <br />DATE January 31, 1979 <br />ADVISORY CIRCULAR <br />DEPARTMENT OF TRANSPORTATION <br />Federal Aviation Administration <br />Washington, D.C. <br />Subject: THE PLANNING GRANT PROGRAM FOR AIRPORTS <br />1. PURPOSE. This advisory circular offers guidance on how to participate <br />in the Federal Aviation Administration (FAA) Planning Grant Program (PGP). <br />It describes the process for applying for grants to prepare airport system <br />plans and airport master plans and the administrative procedures to be <br />followed in performing planning projects. <br />2. CANCELLATION. Advisory Circular 150/5900-1A, The Planning Grant <br />Program for Airports, dated September 26, 1974, is cancelled. <br />3. EXPLANATION OF CHANGES. This advisory circular is revised primarily <br />to incorporate the Airport and Airway Development Act Amendments of 1976 <br />(Public Law 94-353) and the requirements of OMB Circular A-95, revised. <br />It also includes an explanation of the relationship of the PCP to the <br />Joint Funding Simplification Program, guidance on Airport Noise Control <br />and Land Use Compatibility (ANCLUC) Planning, and provides general <br />clarification and updating of the previous advisory circular. A number <br />of appendixes were deleted from the previous advisory circular as they <br />are now contained in other FAA publications or have been incorporated <br />into the body of this advisory circular. The appendix entitled <br />Environmental Impact Assessment Reports has been deleted; the information <br />contained in an appendix describing continuous planning has been superseded <br />by AC 150/5050-5, The Continuous Airport System Planning Process. Appendixes <br />entitled Principles for Determining Costs Applicable to Grants with State <br />and Local Governments; Standards for Grantee Financial Management Systems; <br />and Property Management Standards are now contained in AC 150/5100-10, <br />Accounting Records Guide for Airport Aid Program Sponsors. <br />Initiated by: AAP-440 <br />
