AC 150/5300-4B CHG 3 <br />12/5/78 <br />d. Displaced Runway Approach Threshold. A threshold that is located <br />at a point on the runway other than at the beginning of the full <br />strength pavement. The paved area behind the displaced runway <br />approach threshold is available for the landing roll -out or takeoff <br />of aircraft. <br />e. Hazard to Air Navigation. Any obstruction to air navigation that an <br />FAA aeronautical study has determined to be a hazard to air naviga- <br />tion, An obstruction to air navigation is presumed to be a hazard to <br />air navigation unless an FAA aeronautical study determines otherwise. <br />(See paragraph 16f for further discussion.) <br />f. Nonprecision Instrument Runway. A runway having an existing instru- <br />ment approach procedure utilizing air navigation facilities with <br />only horizontal guidance, or area type navigation equipment, for <br />which a straight -in nonprecision instrument approach procedure has <br />been approved, or planned, and for which no precision approach <br />facilities are planned, or. indicated on an FAA planning document <br />or military service military airport planning document. <br />g. Obstacle. Any fixed, whether temporary or permanent, or mobile <br />object, or part thereof, that is located on an area intended for <br />the surface'movement of aircraft, that extends above a defined. <br />surface intended to protect aircraft in flight, that interferes <br />with the siting or operation of navigation aids, or that may <br />control the establishment of instrument procedures. <br />h. .Obstruction to Air Navigation. Any object that is of greater height <br />than any of the heights defined in FAR 77.23. An obstruction <br />to air navigation is presumed to be a hazard to air navigation unless <br />an FAA aeronautical study determines otherwise. (See paragraph 16£ <br />for further discussion.) <br />i. Precision Instrument Runway. A runway having an existing instrument <br />approach procedure utilizing an instrument landing system (ILS), or <br />a precision approach radar (PAR). It also means a runway for which <br />a precision approach system is planned and is so indicated by an <br />FAA approved airport layout plan; a military service approved <br />military airport layout plan; any other FAA planning document, or <br />military service military airport planning document. <br />Primary 'Surface. A surface longitudinally centered on a runway. <br />When the runway has a specially prepared hard surface, the primary <br />surface extends 200 feet (60 m) beyond each end of that runway; but <br />when the runway has no specially prepared hard surface, or planned <br />hard surface, the primary surface ends at each end of that runway. <br />The elevation of any point on the primary surface is the same as the <br />elevation of the nearest point on the runway, centerline.
