12/5/78 AC 150/5300-4B CHG 3 <br />CHAPTER 5. LAND CONSIDERATION AND OBSTACLE RESTRICTION AND REMOVAL <br />16. OBSTACLE REMOVAL. The following subparagraphs, a through i, list the <br />objects on, above, and around a utility airport that should be removed. <br />a, Runway Safety Area. All objects within the runway safety area <br />should be cleared to ground level, except for frangibly mounted <br />air navigational aids which, because of their function, must be <br />located near the runway. (See Figure 7-1 for length and width.) <br />b. Obstacle Free Zone (OFZ). No object should penetrate the OFZ, <br />except for frangible air navigational aids which, because of their <br />function, must be located in the OFZ. <br />(1) Nonprecision Instrument and Visual Utility Runway OFZ is the <br />volume of space above the innermost 250 feet (75 m) of the <br />primary surface. <br />(2) Precision Instrument Runway OFZ is the volume of space above <br />the innermost 300 feet (90 m) (400 feet (120 m) for runways <br />expected to accommodate aircraft of more than 12,500 pounds <br />(5 670 kg) maximum certificated takeoff weight) of the primary <br />surface. (See Figure 5-1.) <br />Precision Instrument Approach OFZ is the volume of space above <br />a surface of same width as the runway OFZ which slopes 50 <br />(horizontal) to 1 (vertical) away from the runway into the <br />approach area. It begins 200 feet (60 m) from the runway <br />approach threshold at that elevation and extends 200 feet <br />(60 m) beyond the last light unit in the approach lighting <br />system. (See Figure 5-1.) <br />(4) Precision Instrument Inner Transitional Surface OFZ is the <br />volume of space above the surface which slopes 3 (horizontal) <br />to 1 (vertical) laterally from the edges of the runway OFZ <br />and approach OFZ and ends at the height of 150 feet (45-m) <br />above the established airport elevation. (See Figure 5-1.) <br />c. Building Restriction Lines (BRL). Buildings should not be permitted <br />between the building restriction lines. A11 trees located between <br />the building restriction lines of precision instrument runways <br />should be removed. Trees located outside the OFZ but between the <br />building restriction lines of nonprecision instrument or visual <br />runways should be treated in accordance with subparagraph f. <br />(See Figure 7-1.) <br />d. Runway Approach Threshold. Obstacle clearance criteria for runway <br />approach thresholds are contained in Appendix 9. <br />e. Runway Clear Zone and Site Preparation.
