12/5/78 <br />18. AIRPORT ZONING FOR HEIGHT RESTRICTION. <br />AC 150/5300-4B CHG 3 <br />* a. The purpose of zoning to limit the height of objects in the vicinity <br />of airports is to prevent them from interfering with the safe and <br />efficient operations of the airport. An airport zoning ordinance can <br />be an effective method of achieving this and also of generally <br />attaining compatibility of land use in the immediate vicinity of <br />the airport. The ordinance must conform to the prescribed authority <br />of the enabling act. <br />b. It has been recognized that guidance is needed in the preparation <br />of an airport airspace zoning ordinance. To this end, Advisory <br />Circular 150/5190-4, A Model Zoning Ordinance to Limit Height of <br />Objects Around Airports, has been published. The model ordinance <br />defines and provides for the establishment of various zones and <br />prescribes height limitations for each zone required to prevent <br />the.,ereation or establishment of objects which may interfere with <br />the operation of the airport. It also provides for the granting of <br />variance from the ordinance where it is duly found that the proposed <br />object would not interfere with the safe and efficient operations of <br />the airport. <br />c. Airport zoning ordinances developed for height limitations will not <br />insure compatible land use adjacent to or in the immediate vicinity <br />of the airport. This must be accomplished through zoning to control <br />land use in these areas. However, zoning to limit height of objects <br />around airports is a very important consideration for land use <br />control for the airport influence area'and should be an integral <br />part of off -airport land use controls. While detailed treatment is <br />not a part of Advisory Circular 150/5190-4, the restriction of <br />off -airport land uses to those compatible with the airport should be <br />considered by local authorities in drawing up zoning ordinances. * <br />Also in striving to achieve compatible land uses, it is important to <br />coordinate all zoning closely with regional and local planning <br />agencies. The adoption of an airportzoning ordinance is considered <br />a necessary step in the planning and development of an airport. <br />19. LAND ACQUISITION. <br />a. The amount of land needed for any one of the three groups of <br />utility airports will vary considerably. Factors, such as length <br />and number of runways, lateral clearances, areas required for <br />buildings, hangars, aircraft tiedown, transient apron, automobile <br />parking, and future expansion of the airport, should be studied in <br />detail, and a plan for the construction and expansion of the airport, <br />such as an airport layout plan, should be developed. <br />Chap 5 <br />Par 18 <br />Page 17 <br />
